What I haven't yet had the time to do is check the number of entrants assigned to each event, or the start time - some events start at the same time each year, others are dependent on other clubs using the course at the same time, so vary from year to year.&lt;br /&gt;&lt;br /&gt;As my proofreader died last year, I will appreciate if anyone can point out mistakes/errors but wait till the end of the week. Also my Dad died last week, so I won't have a chance to check the rest of this until Wednesday.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;Corrections to the webmaster at the site email address, please or if Fortunately there was a thaw on Saturday so the journey was not a problem and only the 3 delegates from South East DC (snowy Kent) failed to attend.&lt;br /&gt;&lt;br /&gt;The first news of the weekend was that National Secretary, Phil Heaton, is retiring and will be replaced by Andy Cosgrove from Teesside DC. The Annual Report and Accounts were accepted with very little discussion.&lt;br /&gt;&lt;br /&gt;The main part of the day was taken up with discussion on the 19 motions submitted. Of these 5 were from the National Committee and 8 from London West, with their delegate Chris Hart on his feet for much of the day proposing most of them. Without London West I thought that it would have been a short meeting but I am assured that however many motions there are the discussion of them always expands to fill the day.&lt;br /&gt;&lt;br /&gt;The longest discussion this year was on the merits of rear lights in events and whether they should be made compulsory. When London South first proposed this several years ago there was little support but we subsequently gained agreement for a recommendation to use a rear light to be put on start sheets and this year there were motions from the National Committee, South West and East districts to make the use of a rear light compulsory in events. The third of these actually had a majority in favour from those voting, but not enough for the two-thirds majority required for a rule change. A better worded motion next year might well get accepted.&lt;br /&gt;&lt;br /&gt;The result of the voting on all the motions is shown below. The actual votes on items 15 and 24 were not announced to the meeting but both were lost heavily. The main decisions taken were :-&lt;/p&gt;&lt;p&gt;&lt;br /&gt;1. Up to 150 entries can be accepted in open events subject to the approval of the District Committee.&lt;br /&gt;&lt;br /&gt;2. The ‘reserve rider scheme’ can be used to accept up to an additional 15 riders instead of 10.&lt;br /&gt;&lt;br /&gt;3. In 12 and 24 hour events a circuit of at least 20 miles may be used any number of times.&lt;br /&gt;&lt;br /&gt;4. The symbol TAN in the Handbook will mean that a tandem event is run in conjunction with the solo event.&lt;br /&gt;&lt;br /&gt;My impression of the meeting was that the same 3 or 4 people spoke on most of the motions and have probably been doing so for many years past. There is also the problem of delegates being mandated on how to vote by their Districts, as a couple of times people spoke in favour of motions only to say that they were mandated to vote against. It could well be that on several of the motions all the discussion on the merits or otherwise of the proposed change was a waste of time because the delegates had already been instructed how to vote. Perhaps an indication of how the delegates have been mandated to vote should be given in advance to see how many free votes are available to be influenced by the points put forward at the meeting.&lt;br /&gt;&lt;br /&gt;Overall it was an enjoyable experience, but despite spending a weekend in Leicester I have seen nothing of the City, only the half mile of industrial estate between the M1 and the Marriott Hotel. color: rgb(0, 0, 102);"&gt;Brighton Excelsior&lt;/span&gt; would like to invite EVERYONE to Washington Village Hall of our annual Early Season Elevenses Event&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;On 24th Jan 10 from 10.30am till 12.30pm&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;There will be bacon butties, rolls and home made cakes with tea and coffee by the bucket load =  'so come one come all'&lt;br /&gt;&lt;br /&gt;Why not make it your 'Pit Stop' for your Sunday Club Run or Training Ride, you could  have a cuppa before starting the homeward journey with that one final push for the next lamp-post!&lt;br /&gt;&lt;br /&gt;Please can everyone tell at least 3 other cyclists (outside the club as well as club mates) so that the word gets around to everyone we know&lt;br /&gt;&lt;br /&gt;If you would like to bring anything to sell there will be a table set out for cycling bric-a brac  make sure you label all your items so people know who and what to pay, as I will not be monitoring this table at all during the morning&lt;br /&gt;&lt;br /&gt;I will also try and do a Quiz, as I know that you all LOVE my quizzes!!!!!&lt;br /&gt;&lt;br /&gt;All this excitement PLUS the CTT District's &lt;span style="font-style: italic;"&gt;Yellow Handbook&lt;/span&gt; Well some do. They are great social occasions and generate a wonderful atmosphere that other TT's often do not. Also a time to meet an chat with those that you may not have seen for a while.&lt;br /&gt;&lt;br /&gt;The &lt;span style="color: rgb(153, 0, 0);"&gt;Wigmore CC are promoting for the 33rd year, their Classic Hill Climb on &lt;/span&gt;&lt;span style="font-weight: bold; color: rgb(153, 0, 0);"&gt;October 5th&lt;/span&gt;. Fancy giving it go? Again a tremendous prize list is on offer and well spread too. You do not have to be a specialist hill climber to enjoy such an event.&lt;br /&gt;&lt;br /&gt;Not convinced? Come on, give it a go and you may be wanting to come back for more. ARE IN NEED OF A TEAM MECHANIC for the 8-day FBD Insurance Milk Ras (Irish Milk Race). The event begins in Navan on Sunday 18 May, and finishes in Skerries on Sunday 25 May.&lt;br /&gt;&lt;br /&gt;The race is UCI 2.2 ranked and has drawn a strong field of European national teams and British and Irish pro teams. Amongst those competing are Ciaran Power, Chris Newton, track pursuit silver-medallist Jenning Huizenga, David McCann and, perhaps bizarrely, track sprinter Craig McLean. The route (and weather) is always challenging and the racing is always exciting.&lt;br /&gt;&lt;br /&gt;You won't need a great deal of technical know-how. The team mechanic rides with the team manager in the race convoy, and is required to leap out of the vehicle and perform wheel-changes for the team's 5 riders when required. In the evenings, he/she should clean the team bikes, pick flints out of tyres, replace inner-tubes etc. In return for this, &lt;span style="font-weight: bold;"&gt;all transport, food and accommodation is arranged and paid for you&lt;/span&gt; (though maybe not all the Guinness and whiskey!)&lt;br /&gt;&lt;br /&gt;This is a once-in-a-lifetime opportunity to experience an entirely different perspective on professional cycle racing. died earlier today.&lt;br /&gt;&lt;br /&gt;Eddie was a member of Addiscombe CC for over 50 years, and a member of the Road Records Association committee for over 30. Mike Hayler (Club Events Sec) suggested that this was just a policy.  The meeting felt that there was no objection to a promoter running a club and open event on the same course and day providing that it was the same promoter.&lt;br /&gt;&lt;br /&gt;The matter was deferred to ordinary committee meetings for decisions on an event-by-event basis.”&lt;br /&gt;&lt;br /&gt;Clarification was required on the underscored line, in that Chris Watts had submitted a letter to that meeting that pointed out that the proposal was invalid because there was no such local regulation. He pointed out that, though events were down in number, levy returns were up. Club events riders numbers were up but levies were difficult to get in and reminded delegates that Club event levies must be returned in good time and highlighted that club numbers vary due to late payments of the dues.&lt;br /&gt;&lt;br /&gt;Various other savings have been made by using home computers and less outside printing.&lt;br /&gt;&lt;br /&gt;Our income is derived from National and is paid for from levies and dues. Protective Helmets (page 97)&lt;br /&gt;Delete existing wording "under the age of 18 years and/or Juniors".&lt;br /&gt;This will extend the requirement to wear a helmet to include all competitors.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-size:85%;"&gt;&lt;span style="font-family: verdana;"&gt;Explanation&lt;/span&gt;&lt;br /&gt;&lt;span style="font-family: verdana;"&gt;This matter has been aired before, and lost, mainly, we believe, due to the, comparative, lack of protective aero style helmets. This is now not the case and the benefits outweigh the disbenefits.&lt;/span&gt;&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;The floor was opened to debate. (some comments missed)&lt;br /&gt;Mike Kilby ‘that not many riders now compete with out a helmet and at two events 100% of riders wore helmets’&lt;br /&gt;Keith Coffey ‘ that there is no legal requirement to wear a helmet so this should be left to riders choice &amp;amp; that it would seem inappropriate for Hill Climbs’&lt;br /&gt;Lisa Colombo “what benefit will helmets give to riders, will it stop riders being hit by cars or having objects thrown a them.”&lt;br /&gt;Mick Burgess ‘who is going to check that helmets meet the standard’&lt;br /&gt;The chairman pointed out that the regulation says that helmets should comply with standards, and that the situation regarding enforcement is the same as any rule in that effectively it will be the timekeeper who be enforcing the rule (by not giving a non conforming rider a time).&lt;br /&gt;There were various comments that this was not a proper regulation and that there was no point to it being there.&lt;br /&gt;The Chairman then read out two pieces of correspondence will from Paul Scaplehorn that outlined his opposition to the helmet proposal.&lt;br /&gt;And from Keith Butler (Surrey League) who said’ that this stems from UCI/BC rules for roadracing. CTT events cover distances much further than BC events such as 12hr and 24hr and that forcing riders to wear helmets especially in hot conditions for any length of time is unreasonable.’&lt;br /&gt;&lt;br /&gt;There being no further discussion the proposal was put to the meeting&lt;br /&gt;Prop Brian Dalton sec Su Balcombe&lt;br /&gt;For 4 against 24 against  3 abstaining&lt;br /&gt;&lt;br /&gt;The motion fails&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;b) By the outgoing District Committee.&lt;br /&gt;Regulation 14. Competitor's Machine (page 96-97)&lt;br /&gt;Add new paragraph,&lt;br /&gt;“A red flashing LED light must be shown to the rear by all competitors in all events."&lt;br /&gt;Explanation&lt;br /&gt;Research shows that drivers Apick up@ a flashing LED even during broad daylight and the use of such a light can reduce the chance of accidents.&lt;br /&gt;&lt;br /&gt;The floor was opened to debate.&lt;br /&gt;Su Balcombe ‘ that events held in evenings and/or under trees, that she has found that even with a fluorescent number that the rider can blend into the background, but a flashing red light is still visible.’&lt;br /&gt;John Double ‘that flashing lights stand out where there is rain and spray. They are visible even on bright days.’&lt;br /&gt;Keith Coffey ‘that people should be given the choice. He has a Red light that he can affix to his machine if he feels that the visibility is poor.’&lt;br /&gt;Tony Alston ‘that when this was raised at the last National Council meeting only two districts voted in favour’&lt;br /&gt;The chair read further correspondence from Keith Butler of Surrey League’ what happens if the light fails to work during the event? Also are these effective in bright sunlight? If visibility of riders is a problem then perhaps drivers should be made aware with better signage at the roadside or shorter start intervals’&lt;br /&gt;Mark Penfold ‘that rules are there to make the decision for the rider so as to cover all situations’&lt;br /&gt;Ken Phillips of the Morden CRC proposed a change to proposal to add the words “that it is recommended that”. Any such instance should be  reported to the local police at the time with a cross reference to the CTT  contact in Surrey or Sussex. It is unlikely that our contact would be in a  position to investigate, but a reference number should be sought for every  instance.&lt;br /&gt;&lt;br /&gt;I will circulate a letter to Club Hon Secs to that effect. This is a  serious matter, since missing signs might contribute to an accident, and we are  entitled to police back-up.&lt;br /&gt;&lt;br /&gt;I will be circulating minutes from the last meeting shortly. It's a bit of a hassle, so my apologies, but in the long term it will be beneficial. I also think that the Google accounts will allow other possibilities with the club sites, so it is all for the best really.&lt;br /&gt;&lt;br /&gt;I believe that next time you log in to post, with your old account details, you will be prompted to create a new account based on an email address. Each club can send along two delegates. (more can turn up if you want but only two from each club can vote or put forward to the district committee).&lt;br /&gt;&lt;br /&gt;The district Committee is made up of ordinary members. We have 5 meetings a year. If you think that you want to get involved, or want to find out how things are done, or want to try and improve things. He was a regular and well liked Time Keeper and Course Measurer and officiated at numerous major events, including his consistent appearance as Timekeeper for the Sussex Cyclists' Association 12 hour. He loved the longer distance events especially, and acted both as Timekeeper &amp;amp; Course Controller for the Brighton Mitre's Centenary Year 24 Hour event in 1994 - a task he undertook again five years later for the Mitre's National RTTC Championship 24.&lt;br /&gt;&lt;br /&gt;Accompanied by his devoted wife Peggy, his blue &amp;amp; white campervan could be seen at countless events around Sussex, and beyond: from the local Club event to various Open &amp;amp; Association promotions. Dave also was a dynamic supporter of the Luton Arrow events and also the Icknield Road Club 12 hour, where he often officiated. Chairman Avis, along with retired District Secretary Chris Watts, will present Jody with the Championship medal on Friday 25th November.&lt;br /&gt;&lt;br /&gt;The Four Hills Weekend is a real hill climb championship challenge, traditionally the Bec CC and the Catford CC held their events on the morning and afternoon on same day, with Brighton Mitre’s two events on the Saturday, the four events stretch the teams to their limits. The climax of the Four Hills Weekend, the Bec Hill Climb, held on a hill resembling an Alpine Tour Stage, attracted riders far and wide. Celebrating its 50th anniversary this year, spectators and fans lined the hill to create a fantastic atmosphere, giving riders encouragement to put in 100% effort in their final climb.&lt;br /&gt;&lt;br /&gt;Jody who is also an employee of Crawley based Evans Cycles said ‘I'm delighted and a little bit surprised to be crowned District Hill Climb Champion - I had a free weekend in between cyclo-cross races and decided to enter the hill climbs! He was just 27 and has been a keen cyclist since his early teens, including a spell in Belgium as a Pro. The funeral is to be held on Friday October 7th 2005 at St. Peters Church, Walton on the Hill. Club colours preferred to formal suits.
